DALLAS — Sen. Ted Cruz characterized threats from the Chinese to shoot down a plane carrying House Speaker Nancy Pelosi to Taiwan as “an act of war,” telling a conservative gathering in Dallas on Friday that President Joe Biden should have reacted more forcefully.

“The only answer to an enemy of America threatening to murder the speaker of the House of the United States is that would be an act of war, and the result would be devastating,” he said Friday, the second day of the Conservative Political Action Conference.

A lack of running water in the eastern Ukrainian city of Sloviansk means that residents must fill bottles by hand at public pumps throughout the city. The city's remaining population has adapted to this new way of life. But local officials warn that the coming of winter could set the stage for a humanitarian crisis. Most of the eastern Donetsk region is without gas for heating and public wells and municipal water pipes are likely to freeze in winter. The head of the city military administration in nearby Kramatorsk said that this lack of utilities would prompt people to use other means to heat and light their houses. And that raises the risk of fires.

Seattle visits the Chicago Sky after Breanna Stewart scored 35 points in the Storm's 89-81 loss to the Las Vegas Aces. Tuesday's meeting will be the third of the season between the two teams. Chicago is 14-3 at home, and Seattle is 7-8 on the road.

Kelsey Plum and Rhyne Howard meet in a matchup of two of the WNBA's best scorers when Las Vegas and Atlanta hit the court. Tuesday's game is the third meeting this season between the two teams. The Dream won the previous matchup 92-76. Las Vegas is 10-5 at home, and Atlanta is 6-10 on the road.

Los Angeles hosts the Connecticut Sun after Brittney Sykes scored 21 points in the Los Angeles Sparks' 79-76 win over the Washington Mystics. Tuesday's meeting will be the second of the season between the two teams. Los Angeles is 7-8 at home, and Connecticut is 10-6 on the road.

Iranian state media are reporting that police arrested an Afghan man suspected of stabbing 10 other farm laborers to death following a quarrel over land. The rampage in a remote village in southeastern Iran was a rare such incident in the Islamic Republic. The official IRNA news agency says four Iranians and six Afghans were killed, and one farm worker was wounded in the rampage on Sunday and was in hospital. According to the report, the suspect was mentally unbalanced. A decades-long drought in Iran has caused increased disputes over water resources and land with better access to water.

China said Monday it was extending threatening military exercises surrounding Taiwan that have disrupted shipping and air traffic and substantially raised concerns about the potential for conflict. Military leaders say the exercises would include anti-submarine drills, apparently targeting U.S. support for Taiwan in the event of a potential Chinese invasion. China has said the exercises involving missile strikes, warplanes and ship movements crossing the midline of the Taiwan Strait were a response to U.S. House Speaker Nancy Pelosi’s visit to the self-ruled island last week. China has ignored calls to calm the tensions, and there was no immediate indication when it would end what amounts to a blockade.

A Japanese sailor has been attacked in the Solomon Islands during a World War II memorial service that was also attended by U.S. Deputy Secretary of State Wendy Sherman. Radio New Zealand reported that the victim was part of a Japanese navy media team and that he was stabbed in the neck with a pair of scissors, receiving minor injuries. The Solomon Islands government was hosting the dawn service on Monday at Bloody Ridge as part of commemorations to mark the 80th anniversary of the Battle of Guadalcanal. A community chief said the suspect was under the influence and mentally unstable. Police then took him away and the ceremony resumed after a short break.

Australian Foreign Minister Penny Wong has called for a cooling of tensions after Beijing accused her of “finger-pointing” in her criticism of China’s military exercises in response to U.S. House Speaker Nancy Pelosi’s visit to Taiwan. Wong criticized China’s launch of ballistic missiles during the ongoing air and sea drills around Taiwan, which Beijing claims as part of its territory. She also signed a joint statement with the United States and Japan that condemned firing of missiles into Japanese exclusive economic zones and accused China of “raising tension and destabilizing the region.” The Chinese Embassy in Australia said it's unacceptable to finger point what it called China’s justified actions to safeguard state sovereignty and territorial integrity.

A fragile cease-fire deal to end nearly three days of fighting between Israel and Palestinian militants held throughout the night, signaling that the latest round of violence appears to have abated. The flare-up was the worst fighting between Israel and Gaza militant groups since Israel and Hamas fought an 11-day war last year, and adds to the destruction and misery that have plagued blockaded Gaza for years. Forty-three Palestinians were killed over three days, including 15 children and four women. Life for hundreds of thousands of Israelis was disrupted during the violence. Security precautions imposed in recent days on residents of southern Israel were being gradually lifted Monday.

The town of Fleming-Neon was trying to move beyond an economic disaster when a natural one knocked it back down. The former coal town was devastated by flooding that killed more than 30 in Kentucky. Fleming was founded as a company town; neighboring Neon thrived off the industry. As coal waned and people left, the towns merged. Just 500 residents remain. They're determined to build a life after coal. A new multipurpose center was set to open soon when the storm hit. Residents vow to finish it; for now, the building is a relief-distribution center. Barely a week after the storms, the barbershop has reopened. Nearby, the florist says he will soon, too. Neighbors and volunteers are coming together to help.

Oklahoma assistant head football coach Cale Gundy says he has resigned after using offensive language during a film session. He made the announcement in a social media post and the school confirmed it with a statement. Gundy joined the program as an assistant in 1999 and was on staff for all 14 of the Sooners’ Big 12 titles and the national championship in 2000. He spent the last seven seasons coaching wide receivers after spending the previous 16 seasons coaching running backs. He was one of the holdovers when Brent Venables took over as head coach in December.

The United Nations is urging countries with nuclear weapons to stick to their no-first-use commitment of the atomic arsenals. U.N. Secretary-General Antonio Guterres warned Monday that a nuclear arms race has returned amid growing international tension. Guterres spoke in Tokyo after visiting Hiroshima to commemorate victims of the Aug. 6, 1945, atomic bombing. Asked about Russia's shelling on Europe's largest nuclear power plant in Ukraine, Guterres said any attack on a nuclear plant is “suicidal.” He said nuclear disarmament is moving backward, and arms race investments would be better spent fighting climate change and poverty. He also urged Japan to stop funding coal plants.

Three white men who chased and killed Ahmaud Arbery in a Georgia neighborhood are returning to court to be sentenced for their federal hate crime convictions. A U.S. District Court judge in the port city of Brunswick scheduled back-to-back hearings for each defendant Monday. Father and son Greg and Travis McMichael and their neighbor, William “Roddie” Bryan, face possible life sentences after a jury convicted them in February, concluding they targeted Arbery as he ran through their neighborhood in 2020 because he was Black. The trio's punishments in federal court will be largely symbolic, as the McMichaels and Bryan have already received life sentences in a Georgia state court for Arbery's murder.

In Portland, Oregon, the police chief recently pulled detectives from cold case and assault units to backfill the homicide unit, which is overwhelmed by a spike in gun violence. In Philadelphia, the police disbanded its abandoned car unit and in Los Angeles, homeless outreach and animal cruelty teams have largely shut down. In major American cities, police departments are losing officers and can’t find enough recruits to replace them. Pandemic burnout, budget cuts and anti-police protests after George Floyd’s murder have combined to reduce police ranks and many departments are downsizing. The evolution has affected residents in ways large and small.

California's last operating nuclear power plant could get a second lease on life. Pacific Gas & Electric decided six years ago to close its twin-domed Diablo Canyon Nuclear Power Plant by 2025. But Democratic Gov. Gavin Newsom — who was involved in the agreement to close the reactors — has prompted PG&E to consider seeking a longer lifespan for the plant. Newsom worries about possible power shortages as the state transitions to solar and other renewable sources. But it's not clear if the utility wants to back out of the complex closing deal that involved environmentalists and unions, or if it even could.

Senate Democrats pass budget package, a victory for Biden

The Republican matchup in the Wisconsin gubernatorial race in Tuesday's primary elections features competing candidates endorsed by former President Donald Trump and his estranged vice president, Mike Pence. Democrats are picking a candidate to face two-term GOP Sen. Ron Johnson for control of the closely divided chamber. Meanwhile, voters in Vermont are picking a replacement for U.S. Sen. Patrick Leahy, as the chamber’s longest-serving member retires. In Minnesota, U.S. Rep. Ilhan Omar faces a primary challenger who helped defeat a voter referendum to replace the Minneapolis Police Department with a new Department of Public Safety.

A year has passed since President Joe Biden ended the war in Afghanistan. Today, Biden and top national security officials speak less about counterterrorism and more about the political, economic and military threats posed by China as well as Russia. There’s been a quiet pivot within intelligence agencies, which are moving hundreds of officers to China-focused positions, including some who were previously working on terrorism. In a recent closed-door meeting with leaders of the agency’s counterterrorism center, the CIA’s No. 2 official made clear that fighting al-Qaida and other extremist groups will remain a priority, though money and resources will be shifting to focus on China.

President Joe Biden and first lady Jill Biden are planning to visit Kentucky on Monday to meet with families who have suffered from historic flooding. At least 37 people have died after last month's deluge, and flooding remains a threat with more thunderstorms in the forecast this week. Biden previously visited Kentucky in December after a tornado whipped through the state, killing 77 people. Kentucky Gov. Andy Beshear and his wife, Britainy, will join Biden, who has increased federal assistance to the state to help its recovery.

Support has coalesced around Wisconsin Lt. Gov. Mandela Barnes to be the Democratic choice to take on Republican Sen. Ron Johnson in the state's closely watched U.S. Senate race. The question heading into Tuesday’s primary more than ever turns to whether Barnes can actually knock off the two-term incumbent. Who is best to beat Johnson dominated the Democratic primary, so much so the candidates largely followed exhortations from party leaders not to attack one another but instead remain focused on the ultimate goal. Barnes' top Democratic rival dropped out two weeks ago and endorsed Barnes, making the lieutenant governor the presumptive nominee.

Asian stock markets are mixed after strong U.S. jobs data cleared the way for more interest rate hikes and China reported its exports rose by double digits. Shanghai and Tokyo advanced while Hong Kong and Seoul retreated. Oil prices edged higher. Wall Street’s benchmark S&P 500 declined on Friday after American employers added more jobs than expected in June. That undercut expectations a slowing economy might prompt the Fed to postpone or scale back plans for more rate hikes to cool inflation. Markets also have been rattled by Russia’s war on Ukraine and uncertainty about Chinese anti-virus curbs that have disrupted manufacturing and shipping. China’s exports in July surged 18% from a year earlier.

Sunday Summaries from Mexican football (home teams listed first):

Seventh-seeded Daria Kasatkina of Russia rallied from one set down after dropping the opener in a tiebreaker and beat unseeded American Shelby Rogers to capture the Mubadala Silicon Valley Classic championship, 6-7 (2), 6-1, 6-2. The 25-year-old Kasatkina immediately found her rhythm again following a frustrating tiebreaker in a first set she had led 4-2 and 5-3 before some mistakes in crucial moments, such as double faults. Now, her first title this year and fifth overall will propel her back into this week’s top-10 rankings — and No. 10 is her previous career-best.

Two men accused of coming up with a plan to kidnap Michigan Gov. Gretchen Whitmer in 2020 are facing a second trial this week. It comes months after a jury couldn’t reach a verdict on Adam Fox and Barry Croft Jr. while acquitting two others. The result in April was a blow to federal prosecutors. They had set out to show that extremists were committed to snatching Whitmer and causing chaos close to the election between Joe Biden and then-President Donald Trump. The trial means another public airing of secretly recorded conversations, text messages and chilling social media posts. Defense attorneys will argue that Fox and Croft were shielded by the First Amendment when they expressed malicious opinions and were entrapped every step of the way by agents. Jury selection starts Tuesday.

Another 259 COVID-19 cases have been reported in the southern Chinese island province of Hainan. Some 80,000 tourists have been stranded there by pandemic restrictions. Overall, China on Monday reported 324 new locally transmitted cases, along with 483 asymptomatic cases, which China classifies separately. Authorities declared Hainan's beach resort city Sanya a COVID-19 hot spot Saturday and imposed a lockdown, confining Chinese citizens and expatriates to their hotels on what they had hoped would be a holiday from tight restrictions imposed around much of China. Tourists wanting to depart Sanya have to test negative for the coronavirus on five PCR tests over seven days. China has stuck steadfastly to a “zero-COVID” approach, despite the economic and social costs.

Hong Kong will reduce the mandatory hotel quarantine for overseas arrivals to three days from a week. It's one of the few places in the world still requiring a quarantine to guard against travelers spreading COVID-19 to the local population. Hong Kong leader John Lee said arriving travelers must quarantine three days in a hotel, then undergo four days of medical surveillance during which their movements will be restricted via the use of a health code system. Travelers will also have to test regularly for COVID-19. The changes to COVID-19 policies come amid an increase in infections, which city health officials warn could hit 8,000 in the coming weeks.

Published reports say the Michigan Attorney General’s office is asking that a special prosecutor investigate whether the Republican candidate for state attorney general and others should be charged in connection with an effort to gain access to voting machines after the 2020 election. The Detroit News reported Sunday that Attorney General Dana Nessel’s office has petitioned the Michigan Prosecuting Attorneys Coordinating Council to appoint a special prosecutor to consider charges against nine people. They include Republican attorney general candidate Matt DePerno, who has been endorsed by former President Donald Trump. He supports Trump’s false claims about his 2020 loss in the swing state to President Joe Biden. DePerno's campaign says Nessel's actions are "unethical."
